This report summarizes Phase B of the “Education in Crisis” Forum, established at the Samuel Neaman Institute for National Policy Research following the outbreak of the October 2023 war. During its operation, the forum applied a risk management model.

Phase A of the forum’s activity (November 2023 to January 2024) focused on the initial stages of the risk management process — defining operational objectives, identifying risks and opportunities, and assessing them. These stages were exploratory in nature. (See the Summary Report of Phase A.)

Phase B — conducted from June 2024 to June 2025 and presented in this report — focused on the subsequent and more implementation-oriented stages of the risk management process: defining responses to risks and opportunities, planning control activities, communication and information sharing, and monitoring.

This report outlines nine proposed actions for implementation, developed during Phase B of the forum’s activity. These actions are presented at three levels:

  1. The national level
  2. The education system level
  3. The educational team level — including teachers, principals, and school leaders.
