The prolonged aftermath of the Iron Swords War highlights the urgent need for coordinated educational policy responses. In response, a new report by the Education During Crisis Forum of the Samuel Neaman Institute presents a detailed roadmap to ensure educational continuity during prolonged emergencies.
Authored by Prof. Orit Hazzan, Dr. Tsipy Buchnik, and Dr. Einat Shoshan-Rafaeli, the report summarizes the second phase of the Forum’s work and is based on a multidisciplinary effort involving experts in policy, education, welfare, legislation, technology, and local governance. It presents an educational risk management plan operating on three levels — national, school system, and educational staff — and offers concrete solutions across key domains, such as teacher training, artificial intelligence integration, emotional support, and emergency-oriented pedagogy.
Key recommendations include:
- Establish an educational reserve force that mimics the army model of reserve forces;
- Establishing and implementing emergency programs within local authorities, with a shift toward municipal-level autonomy;
- Developing hybrid online learning models that integrate digital infrastructure, teacher training, and AI-based tools;
- Creating a comprehensive training framework for school leaders and educators, including hands-on simulations;
- Strengthening emotional support systems, including the creation of educational resilience centers within municipalities;
- Tailoring educational solutions to diverse populations, including the Arab and ultra-Orthodox communities, as well as students with special needs.
Prof. Orit Hazzan, Head of the Forum, emphasized:
“The recent crisis has revealed the urgent need for a structural, coordinated, and multi-layered response within the education system—one that can function under uncertain and rapidly changing conditions. This report offers a strategic policy direction to preserve educational continuity even during the most difficult times.”
