The higher education system in Israel was based, from the beginning, on academic research in Humboldtian model of teaching and research combined with a strong emphasis on research. Over the years different subjects were added and the requirement to combine in academic studying also professional training increased. Up to a certain stage the Universities succeeded to receive the increase from the population growth and from the accessibility growth that was a consequence from the new subjects in the academy. There was a cost for that growth, of course. From institutes biased on research the Universities became involved institutes that deals on one hand in research and on the other hand in professional training. This situation lasted until the end of the eighties.
