THE FORUM FOR DISCUSSION OF ISSUES IN HIGHER EDUCATION The Forum is a follow-up of the conference: 'Transition to Higher Education Systems: International Comparisons and Perspectives' in which it was recommended that an open dialogue be conducted between the Universities and the Colleges with the collaboration of the Council for Higher Education, the Planning and Budgeting Committee and other bodies. The data presented are based on two main indices: the number of publications and the average citations per publication.
