The Samuel Neaman Institute for Advanced Studies in Science and Technology is an independent public-policy research institute, established in 1978 to assist in the search for solutions to national problems in science and technology, education, economy and industry, and social development.

ECONOMICS OF NATIONAL SECURITY PROGRAM (ENS) The Economics of National Security Program, (ENS), deals with all economic aspects of national security in Israel: how defense and security affect the economy, and the economic costs of building defense capabilities and maintaining security. THE FORUM FOR DISCUSSION OF ISSUES IN HIGHER EDUCATION The Forum is a follow-up of the conference: 'Transition to Higher Education Systems: International Comparisons and Perspectives' in which it was recommended that an open dialogue be conducted between the Universities and the Colleges with the collaboration of the Council for Higher Education, the Planning and Budgeting Committee and other bodies.
