The reporting system, which has been in operation since 2010, is voluntary but subject to criteria and methods developed by the Ministry of Environmental Protection and Samuel Neaman Institute, in collaboration with a working team that included representatives from all the sectors of the economy and various governmental bodies.<\/p>\n<p>A special Excel file, which is developed by the Samuel Neaman Institute is used as a tool for quantifying greenhouse gas emissions and documenting the emission inventories of the reporting bodies.
