In the past two decades the Israeli Higher Education System has undergone profound restructuring. From a highly selective, relatively small, university-dominated system, it has been transformed into a mass education system spread out into every corner of the country.
The two main driving forces for this change have been the demand for expanded access to higher education, and the massive Russian immigration. At the same time Israeli society as a whole is in the midst of major social, cultural, economical and political flux. Within this context, the various segments of the higher education system, including research universities, public and private colleges and other higher education institutions, are struggling to redefine their missions, specific roles, and positions within the system
